§ 22-33. Official census for apportionment of city council districts; definitions.

  • (a)

    The United States Decennial Census of 2010 is the official census of the city for the purposes of this article apportioning city council member districts.

    (b)

    The following delineation of areas to be included in each city council district employs the official census divisions, tracts, block numbering areas, block groups, and blocks used by the United States Department of Commerce, Bureau of the Census, in compiling the United States Decennial Census of 2010 in this state. The populations within these census geographic units are the population figures reported in the counts of the United States Decennial Census of 2010 provided to the state in accordance with Public Law No. 94-171. Certain spatial differences exist between the Census Bureau's Geographic Information Systems (GIS) shapefiles and the city's GIS shapefiles. These differences cause some census block boundaries to not be spatially exact. In such circumstances, the census block boundaries were analyzed and the appropriate adjustments were made to include any person in the appropriate city council district.

    (c)

    The following words, terms and phrases, when used in this section, shall have the meanings ascribed to them in this subsection, except where the context clearly indicates a different meaning:

    Block means the smallest geographic unit for which population was ascertained in taking the 2010 census.

    Block group means the combination of blocks within a single tract or block numbering area, the numbers of which begin with the same digit.

    Block numbering area or BNA means the combination of blocks within the county which are not included in a tract.

    Tract means the combination of blocks within the county which is delineated as a tract by local committee according to Census Bureau guidelines.
